September 2013 sees the start of the two-stage open international competition for the development of the masterplan of the International Financial Centre in Rublyovo-Arkhangelskoye. The competition is held by CJSC Rublyovo-Arkhangelskoye, part of the CJSC Sberbank Russia group of companies, and is supported by Strelka Institute for Media, Architecture and Design.

Applicants are required to have expertise in masterplanning of projects measuring over 30 hectares in order to qualify. The first stage of the competition will be a qualification round to determine the 8 participants that will take part in the second stage of the competition. The qualifying participants will be selected in November 2013 by the international jury, composed of representatives of the federal and municipal governments, Russian and foreign architects and urban planners and urban planning experts. The purpose of the second stage of the competition is the development of masterplan options for Rublyovo-Arkhangelskoye site.

The second stage of the contest will run until March 2014, when the participants will present their work for technical examination and evaluation by the jury. Participation in the second phase generates a reward of 200,000 euros per participant. The jury will select three of the eight submitted masterplans which will proceed to the final round when CJSC Rublyovo-Arkhangelskoye will undertake commercial negotiations with each finalist in order to determine the design firm to be contracted to the project.

About the project

International Financial Centre in Rublyovo-Arkhangelskoye is a 460 hectare mixed-use development project located in the west of ‘New Moscow’, in the floodplain of the Moscow River, five kilometers from the Moscow Outer Ring Road. The idea of creating the IFC was first announced by President Dmitry Medvedev in 2008, and in 2009 the plan to build an IFC in the Russian Federation was approved. The decision to locate the new financial district in Rublyovo-Arkhangelskoye was made in April 2013 at a meeting of the Working Group on the Establishment of Infrastructure for the International Financial Centre in the Russian Federation under the Government of the Russian Federation, presided by the First Deputy Chairman Igor Shuvalov of the Government of the Russian Federation. The project involves the construction of offices, housing, hotels, commercial and social infrastructure.
