Moskomarkhitektura Advises Yuzhno-Sakhalinsk on Renovation Program
Moskomarkhitektura provides practical support and advice to Yuzhno-Sakhalinsk regarding the implementation of the renovation program. The city administration plans to involve five consortia from international and Russian companies into the development of housing renewal concepts. This was told by Chief Architect of Moscow Sergey Kuznetsov.
«The capital’s renovation program, launched by Mayor Sergey Sobyanin, is truly unique; the whole country is now studying this experience. And such an advanced region as Yuzhno-Sakhalinsk, which is actively involved in urban planning and urban development, is already implementing this program. To date, areas have been identified in which pilot projects to improve housing stock will start. Russian and foreign architects will be involved in the development of the concepts; they will submit their concepts for discussion in the summer of 2020. For our part, we advise colleagues and provide the necessary support» - said Sergey Kuznetsov, Chief Architect of Moscow.
The purpose of renovation is both improving the housing stock and creating a comfortable urban environment, taking into account modern requirements and trends in architecture. The renovation program will be the first to target at the 4th, 7th and 8th microdistricts of the regional center of Yuzhno-Sakhalinsk. There will be modern buildings, comfortable public spaces, new social and transport infrastructure. As early as in February 2020, a kick-off conference with developers of architectural and urban planning concepts will be held in Yuzhno-Sakhalinsk.
In order to obtain full-scale architectural projects and high-quality adaptation of the developed solutions, all foreign companies will work in consortia with experienced Russian companies. Among them will be: Ostozhenka Bank (Moscow), UNK project (Moscow), as well as Far Eastern companies — Dalnevostochnaya Arkhitekturnaya Kompaniya (Khabarovsk) and Oferta Dialog (Vladivostok). The project operator for determining the future appearance of the urban space of Yuzhno-Sakhalinsk is the RTDA architectural bureau (Moscow).
Starting from February, monthly working groups and meetings with experts, the public and residents are going to be organized to discuss the development of concepts. Until the end of 2020, on the basis of the winning project, a project for planning and surveying the territory will be developed. And from 2021, a stage-by-stage renovation of the territories will begin. The experience gained during renovation will be further extended to other areas of Yuzhno-Sakhalinsk.
