The International Financial Center in Rublyovo-Arkhangelskoye is a 460 ha mixed-use development project located in “New Moscow”. The project involves the construction of offices, housing and hotels, as well as commercial and social infrastructure.

The decision to locate the International Financial Center in Rublyovo-Arkhangelskoye was made on April 9, 2013 at a meeting of the governmental working group for the placement of the IFC infrastructure led by First Deputy Prime Minister Igor Shuvalov. The aim of the IFC is enable the creation of a high-tech and globally-competitive financial market in Russia. Moscow has historically been a major regional centre of business activity, although it is today ranked a modest 65th in the international rankings of financial centres (GFCI, 2013).

The key obstacles to the city improving on that ranking include the many unresolved problems relating to the quality of business environment and the judicial system, as well as the complexity of obtaining visas for foreigners. Moscow also still lags behind the world’s greatest cities in terms of both the quality and comfort of its urban environment, and the level of development of public transport infrastructure.

Rublyovo-Arkhangelskoye is aimed at responding to one of the abovementioned challenges — creation of a comfortable and friendly city environment. Developing a green-field site allows the creation of efficient urban planning and transport concepts; a comprehensive approach to social infrastructure and the sustainable development of the area.

 
Project site

On July 1 2012, when Moscow was expanded, Rublyovo-Arkhangelskoye officially became part of “New Moscow”. The site is located to the west of the metropolis, outside the Moscow Outer Ring Road (MKAD). The site is surrounded by the existing residential buildings (cottages and apartment blocks) as well as forests.

There are several long-distance highways near the site: Novorizhskoye (M-9 Baltia), Ilyinskoe, Rublyovo-Uspenskoye and Rublyovskoe highways. In the near future significant development of the transport infrastructure around Rublyovo-Arkhangelskoye is planned.

The site is currently a green field. Site vegetation consists mainly of grass, shrubs and small-leaved trees along the banks of the Moskva River.

In the middle of the site, soil reinforcement works were initiated some time ago, with the aim of arranging an artificial canal to be used for technical and landscaping purposes. The canal mirrors the Moskva River in its shape. Another water amenity on site is an artificial lake, which is an old sandpit filled with water.

The Moskva River frames the site from the north to the south. The project site lies in Zakharkovskaya floodplain on the left bank.

 
About the competition

The subject of the competition is the development of a masterplan for the Rublyovo-Arkhangelskoye site, in accordance with the requirements that will be specified in the Competition Brief.

The purpose of the competition is to select three finalists from the eight masterplans developed by 8 pre-qualified companies. Type of competition — international two-stage competition. The first stage is the preliminary qualification and selection of eight participants for the second stage of the competition. The second stage of the competition is the development of masterplans for the IFC and the selection of the three finalists.
