A competition for the development of changes to the General Plan of Moscow has been announced

The Committee for Architecture and Urban Planning is the customer of the open tender for the preparation of project proposals and supporting materials to make changes to the General Plan of Moscow with the initial (maximum) contract price of 330.8 million rubles.

The current version of the master plan of Moscow was adopted in 2010, but needs significant adjustments, including the fact that the document does not take into account the integration of the Troitsky and Novomoskovsky administrative districts, the area of ​​which is 1.5 that of Moscow within the historical boundaries. Now the area of Moscow is about 250 hectares.

Development of the design solutions and justifications for them in a territory of this scale is a mandatory component of the current legislation, prior to approval by a legislative act of the changes to the general plan of Moscow.

In addition to the development of design solutions for the territory of New Moscow, it is necessary to amend the existing general plan of Moscow within the historical boundaries taking into account the new emphasis in urban policy: the renovation of industrial zones, a unified concept for the development of the Moscow River embankments, the creation of comfortable public spaces, the development of a polycentric urban structure with new centers of economic growth with many places of employment, particularly in New Moscow.

Among other things, these guidelines are changing the urban spatial development on the border of “old” — “new” Moscow, which used to be the border of Moscow — Moscow region.

The changes that will be made ​​to the General Plan are aimed at creating an environment conducive to human life and the sustainable development of Moscow as the capital. “It is difficult to design precisely today how the city will be in 30 years,” noted the Chief Architect of Moscow, Sergey Kuznetsov in an interview with Vedomosti. “We tried to find a strategic approach to how the city should develop, what are the priorities, how the struggle is going for human resources, investment, and so on.”

Sergey Kuznetsov added that the work of collecting the necessary information began two years ago and the result of the competition that was announced the day before, in fact, should be the second stage of the study.

Also, according to Kuznetsov, due to the complexity required to take into account all the changes to the general plan, there is an idea to create a new document, and it is possible that it will be a master plan.

According to the technical requirements of the competition, the authors of the project must form a polycentric urban environment, eliminating the imbalances between the resettlement of people in the city, distribution of places of work and services, and increase the availability (including with pedestrian access) of sites of work and recreation, education, cultural activities and services.

In this regard, a significant role in the new version of the general plan should be assigned to the development of public transport, including high-speed. On the basis of the metro, railway and light rail it is necessary to create an integrated multi-mode transport system.

Another line of work is the study of performance targets of the availability of housing, social facilities, and engineering and transport infrastructure. In parallel, it is proposed to re-evaluate the required proportion of rental housing in Moscow in the direction of increasing it, and major shopping facilities in the total amount of retail space, in the direction of decreasing it.

In addition, proposals should include objectives and measures for environmental protection, preservation, reconstruction, restoration, adaptation for modern use of cultural heritage sites, recreating lost cultural heritage sites, including monuments of landscape art.

The parameters of the planned development of public areas and tourism infrastructure should also be determined, including the creation of a unified system of tourist and recreational zones.

In forming the proposals Moscow government programs will be taken into account, as well as information about the current state and future development of Moscow and Kaluga regions which have a common border with the city of Moscow.

According to information posted on the procurement site, applications are being accepted until September 4, the results of the tender will be announced on September 11, and the work must be completed before March 15, 2015.
