Skolkovo medical cluster to receive its first patients this coming autumn

The medical cluster will provide comprehensive medical checkups and cancer screening tests, with various medical specialists receiving patients.

The first building of the Moscow International Medical Cluster has been completed in Skolkovo.

“The first clinical-diagnostic building with the most advanced equipment has been completed at the Moscow International Medical Cluster in Skolkovo. A very sophisticated Russian situation centre has also been established here. The Hadassah Medical Centre, one of the best and oldest Israeli clinics, will be responsible for the new diagnostic centre. It is hoped that specialists will finish testing out all the equipment in the coming few months, and that the clinic will hire workers and the first patients will arrive,” Moscow Mayor Sergei Sobyanin noted.

Construction of the first pilot clinic (diagnostic centre) of the Moscow International Medical Cluster in Skolkovo was launched in August 2016 and ended in March 2018.

I am extremely happy to open this centre, said Hadassah Medical Centre Director General Professor Zeev Rotstein. We hope that cooperation between Russian and Israeli specialists will make it possible to diagnose medical problems at an early stage, and we also hope very much that this diagnostic centre will allow people to learn about their potential health problems in advance and prevent the development of disorders such as cardiovascular problems, cancer, etc. he added.

World-class diagnostics and individual approach

The four-storey building with a functional area of 10,546.7 square metres will accommodate the following facilities:

— A radiation and ultrasonography diagnostics ward (magnetic-resonance tomography and computerised tomography scanners, X-ray machines, densitometry systems, mammography scanners and ultrasonoscopes);

— an endoscopy ward (bronchoscopy, gastroscopy and colonoscopy);

— a cardiology ward (stress-type electro-cardiogramme, conventional electro-cardiogramme, treadmill test), electric encephalography, neuro-physiology, gastroenterology;

— medical specialists, including oncologists, gynaecologists, endocrinologists, ophthalmologists, ear, throat and nose specialists, spirometry experts, infectious-disease/epidemiology experts, dermatologists, urologists, surgeons/orthopaedists, neurologists/psychologists;

— a clinical-diagnostic laboratory;

— a daytime inpatient facility with four beds.

The building also has a conference hall with LED video-walls for holding congresses, presentations, seminars, videoconferences, etc., as well as a café which can serve 100 customers, a kitchen with auxiliary facilities, an atrium/garden with a public area, a second café with places for 100 customers, a laundry, a personnel-training/simulator centre as well as office premises.

At first, the Hadassah Medical Centre will employ 40 doctors, nurses, paramedics and other specialists. Of this number, ten foreigners (25 percent) have work permits for countries belonging to the Organisation for Economic Cooperation and Development (OECD) . Another 12 people (30 percent) are Russian specialists who have been trained in line with the Hadassah Medical Centre’s standards.

All patients will be able to undergo all modern diagnostic research making it possible to prevent and expose various ailments at an early stage and to heed patients’ individual specifics.

For example, clients will be able to undergo comprehensive checkups and cancer screening tests, to have their cardiovascular systems, gastro-intestinal tracts and other organs and systems examined. Patients will also obtain additional professional expert opinions at the Hadassah Medical Centre and its Moscow subsidiary online.

The medical cluster will provide world-class medical services in line with the Hadassah Medical Centre’s standards. Each patient will have a personal coordinator/assistant for dealing with all arising matters.

The clinic is to receive its first patients in the autumn of 2018.

Israeli experience for Russian specialists

Hadassah is set to expand research and educational programmes. Skolkovo will host short-duration medical courses and implement long-term doctor training projects, as well as conferences and lectures.

“The International Medical Cluster is a highly important project for Moscow because, apart from allowing city residents to obtain treatment at leading international clinics, it has created favourable conditions for training as well as retraining specialists and for transferring certain technology to city clinics,” Mr Sobyanin added.

The cluster will also offer separate programmes for Russian doctors and nurses, due to master such professions as cancer treatment, radiation oncology, molecular genetics and other things. Each programme will last anything from two weeks to two years.

The city will host regular seminars lasting up to seven days dealing with all aspects of the Hadassah Medical Centre’s work and the Russian healthcare system’s development. The following events are scheduled to be held in the nearest future:

— a seminar on the best international practices for medical-treatment quality management, organised with universities of Groningen and Utrecht in the Netherlands;

— a seminar on managing a modern clinic and the work of nurses, organised with Israel’s Assuta Hospital;

— a conference on topical cancer-treatment organisation issues involving experts from Israel’s Hadassah Medical Centre.

The cluster will also run permanent English language courses for doctors, nurses, laboratory assistants and technicians. The personnel-training (simulator centre) will help medical workers to improve their professional skills using sophisticated equipment.

Therapeutic building for cancer patients to open by 2020

There are plans to complete the second stage of the Hadassah Medical Centre’s Moscow subsidiary and to build and open its therapeutic building by 2020. It will accommodate a multirole medical centre which focuses on cancer treatment. Patients will undergo multi-stage treatment, rehabilitation as well as preventive medical checkups under OECD standards.

The Hadassah Medical Centre’s Moscow subsidiary is to receive over 100,000 outpatients annually, with its doctors performing over 10,000 operations each year. Its daytime inpatient (chemotherapy) ward is to receive over 50,000 patients, and over 8,500 radiation therapy sessions will be performed each year.

International medical cluster: Skolkovo to accommodate the best international clinics

Passed in June 2015, Federal Law No. 160-FZ states expressly that commercial clinics affiliated with the Moscow International Medical Cluster can invite foreign specialists, use foreign technology, equipment and medication.

Foreign clinics boast the following main advantage: They can work under OECD standards without obtaining Russian licenses. The cluster will be located on a 57.6-hectare plot of land at the Skolkovo innovation hub.

The medical cluster’s development concept was approved in September 2016. The entire facility will have an area of 420,000 square metres. By 2029, the cluster will involve between10-15 clinics receiving about 300,000 patients annually.

Today, the Moscow International Medical Cluster’s Foundation is looking for Russian investors and foreign clinic operators and is actively promoting the project on the international market (road shows included). In all, 25 foreign clinics and five investors are currently interested in the project, and the Expert Council is reviewing four applications.

Israel’s Hadassah flagship medical clinic

The Hadassah Medical Centre is a leading Israeli clinic with two clinical hospitals in Ein Kerem and Mount Scopus (Har Ha Tzofim) that largely formulate modern national healthcare standards.

Doctors at Hadassah Medical Centre’s hospitals performed the first successful heart transplants and robotic surgery in the history of Israel, as well as the first computer-assisted hip-joint implant in history.

In the early 21st century, Hadassah implements futuristic medical projects and effectively combines treatment based on individual approaches towards patients with cutting-edge technology.

Hadassah is the official clinic for training medical department students from the Hebrew University of Jerusalem. The clinic allows University students to earn their degrees, to complete clinical training courses at the medical school, at registered-nurse colleges, dental, healthcare and occupational-therapy schools.

Today, the Hadassah Medical Centre’s clinics employ about 800 doctors and 2,200 nurses. The hospitals have 1,166 beds, 31 operating theatres and nine specialised intensive care wards. The Centre treats over one million people every year.
