Joint Scientific and Technical Council on Mass Housing Holds a Meeting

The Joint Scientific and Technical Council on the Complex of urban policy and city building of Moscow, has approved the joint work of the Department of City-Planning Policy of Moscow, Moskomarchitectura, planning and design organizations, and construction enterprises to reform the system of industrial housing.

Chief Architect of Moscow Sergey Kuznetsov told us about the basic principles for the further design and construction development of industrial mass housing and public buildings in Moscow. According to Mr. Kuznetsov, the typical features of the projects should include variability of apartment layouts, which can be achieved by means of partition walls that can be quickly assembled and disassembled, apart from openings in the interior walls.

Long-length hollow-core slabs are recommended to be used instead of solid reinforced concrete slabs with140-160 mm thickness; for this purpose it’s necessary to start development and implementation of building series with the use of load-bearing cross walls installed at wide intervals, as well as quickly assembled light partition constructions.

Approval was given to the use of architectural and construction systems with longitudinal bearing systems and frames on the ground and basement floors, as well as introduction to the development of urban planning and architectural documentation for variant proposals in relation to standard non-residential and basement floors.

Sergey Kuznetsov also noted the need to update typology of housing and community infrastructure and facilities, and phase out the construction of small apartments that do not provide flexibility of space-planning decisions.

In addition, at the meeting of the Council it was suggested that the Generic Design Documentation Register that complies with the modern design technology based on BIM (Building Information Model) should be kept in conjunction with the Ministry of Construction, Housing and Utilities of the Russian Federation.

Sergey Kuznetsov said, ‘Comfort level of the urban environment is determined not only by the number of square meters and availability of public amenities, but, first of all, by the architecture. Building format, its special features influence our psychological perception. After all, this factor influences real estate prices, so the developers themselves are interested in improving the quality of buildings. Today, we have ten house-building factories that manufacture their products for the Moscow market; under the instructions of Mayor Sergei Sobyanin, all of them have already been upgraded or undergoing the process of modernization at the moment. Projects presented at the Architectural Council of Moscow fully demonstrate the considerable amount of work that was carried out.’

According to the Chief Architect, in order to expand the line of series projects, it is necessary to continue work with house-building factories in terms of new project development, taking into account the technical aspects of the existing technologies and future plans of their modernization.

‘Development of new series and their variability are very important; our goal is to learn how to make a kind of erector set, which architects could assemble to construct houses with different number of floors and various façade solutions. At the moment, construction pursuant to new standards is being carried out at 19 building sites in Moscow, which constitutes about half a million square meters. For example, these are PIK-1 series on Varshavskoye Shosse, DSK-1 series in Nekrasovka and others,’ Mr. Kuznetsov said.

The architect considers ground floors to be a significant factor that is economically attractive, because develops can rent out or sell such premises. “Large transparent display windows attract tenants. It means that each house actually becomes multifunctional. New jobs are created, which is important for new territories.”

DOMNAD Series in Nekrasovka

According to the Chief Architect, nowadays comfort of the living environment is measured not only in terms of aesthetics, but also from the scientific point of view and European practice of urban planning. ‘We compare wind streams and their force in urban areas, insolation of apartments, and consider how environmental situation is changing in relation to the form of buildings and their density. Taking into account our climate, especially in winter season with its strong winds, such studies can be particularlyrelevant,’ said Mr. Kuznetsov.

He also added that the work carried out by the Moskomarchitectura is highly appreciated in regions and in some cases is even directly copied. ‘Moscow has become a leader in modernization of large-panel system construction. We’re going to continue this work and take house building technologies to a new level,’ the Chief Architect concluded.
