City to change traffic routes during 2018 FIFA World Cup

Traffic will be restricted near the Luzhniki Big Sports Arena, Spartak Stadium and on Vorobyovy Gory (Hills). Local motorists will have to obtain parking and drive-through permits.    

The city will adjust traffic routes near the stadiums hosting World Cup matches, starting 1 June. Some streets around the sport facilities will be closed to vehicle traffic; this will help streamline traffic and make room for pedestrian zones. Local motorists will need parking and drive-through permits.    

Traffic route changes near Luzhniki

Most traffic routes will be closed during matches and the day before the matches.

One-way traffic is stipulated on the following streets from 1 June through 15 July:

  • a section of Kholzunova Pereulok (between Obolensky Pereulok and Rossolimo Street)
  • a section of Malaya Pirogovskaya Street (between Kholzunova Pereulok and Trubetskaya Street)
  • a section of Ushachyova Street (between Trubetskaya Street and Kholzunova Pereulok)
  • a section of Luzhniki Street (between Buildings 10B and 8/1 on Luzhnetskaya Embankment)

Two-way traffic will be available on the following streets from 1 June through 15 July:

  • 2nd Frunzenskaya Street (between Frunzenskaya Embankment and Proyektiruyemy Proyezd No 6023)
  • 3rd Frunzenskaya Street (between Frunzenskaya Embankment and Proyektiruyemy Proyezd No 6023)
  • a section of a Frunzenskaya Embankment side street (between Timura Frunze Street and Krymsky Proyezd)
  • a section of a Frunzenskaya Embankment side street (between Building No 20 and Timura Frunze Street)
  • a section of 2nd Truzhenikov Pereulok (between Savvinskaya Embankment and Bolshoi Savvinsky Pereulok)
  • Lva Vygotskogo Pereulok
  • Maly Savvinsky Pereulok
  • Trubetskaya Street (between Yefremova Street and Usachyova Street)
  • Usachyovsky Pereulok

The following streets will be closed on the day before a match and during matches, on 13-14, 16-17, 19-20, 25-26 and 30 June and on 1, 10-11, 14-15 July, after establishing a pedestrian zone:

  • Dovatora Street (between Khamovnichesky Val Street and 3rd Frunzenskaya Street)
  • Yefremova Street (between 3rd Frunzenskaya Street and Trubetskaya Street)
  • Proyektiruyemy Proyezd No 2309 (between Ushachyova Street and Yefremova Street)
  • 10-Letiya Oktyabrya Street (between Ushachyova Street and Dovatora Street)
  • 3rd Frunzenskaya Street (between Dovatora Street and Yefremova Street)

In between matches, a pedestrian zone will be established on the following streets:

  • Dovatora Street (between Khamovnichesky Val Street and10-Letiya Oktyabrya Street)
  • Proyektiruyemy Proyezd No 2309 (between Ushachyova Street and Yefremova Street)
  • 10-Letiya Oktyabrya Street (between Ushachyova Street and Dovatora Street)

Throughout the World Cup, parking will only be available to local residents, holders of parking and drive-through permits, on the following streets:

  • 2nd Frunzenskaya Street
  • 3rd Frunzenskaya Street (between Yefremova Street and Frunzenskaya Embankment)
  • a Komsomolsky Prospekt side street (between 3rd Frunzenskaya Street and Khamovnichesky Val Street)
  • Yefremova Street (between 3rd Frunzenskaya Street and Proyektiruyemy Proyezd No 2309)
  • Kooperativnaya Street (between Dovatora Street and a Komsomolsky Prospekt side street)
  • Proyektiruyemy Proyezd No 2309 (between Yefremova Street and a Komsomolsky Prospekt side street)

Traffic restrictions and closings

The exit from the Third Ring Road’s outer (anticlockwise) direction to Novodevichya Embankment will be closed during the entire World Cup. During the matches, exits from the Third Ring Road’s inner (clockwise) side to Khamovnichesky Val Street will be closed near the Luzhniki Olympic Complex. And an exit from the Third Ring Road’s outer (anticlockwise) side onto Komsomolsky Prospekt will also be closed during the matches.

The day before and the day of a match, on 13-14, 16-17, 19-20, 25-26 and 30 June and 1, 10-11, 14-15 July, drivers will need parking and drive-through permits, while entering the following streets:

  • Abrikosovsky Pereulok
  • Kooperativnaya Street (between Usachyova Street and Dovatora Street)
  • Maly Savvinsky Pereulok
  • Novodevichy Proyezd
  • 10-Letiya Oktyabrya Street (between Luzhnetsky Proyezd and Usachyova Street)
  • Bolshaya Pirogovskaya Street (between Luzhnetsky Proyezd and the intersection with Trubetskaya Street)
  • Yefremova Street (between Khamovnichesky Val Street and Proyektiruyemy Proyezd No 2309)
  • Malaya Pirogovskaya Street (between Luzhnetsky Proyezd and the intersection with Trubetskaya Street)
  • Pogodinskaya Street (between Bolshoi Savvinsky Pereulok and Novodevichy Proyezd)
  • Savelyeva Street
  • Usachyova Street (between Khamovnichesky Val Street and the intersection with Trubetskaya Street)
  • Khamovnichesky Val Street (between Komsomolsky Prospekt and Frunzenskaya Embankment)
  • Usachyovsky Pereulok
  • Uchebny Pereulok
  • Frunzenskaya Embankment

The day before and the day of the match, 13-14, 16-17, 19-20, 25-26 and 30 June, as well as 1, 10-11, 14-15 July, the following streets will be closed:

  • Novodevichya Embankment
  • Rostovskaya Embankment
  • Savvinskaya Embankment
  • Khamovnichesky Val Street (between Novodevichya Embankment and Komsomolsky Prospekt)

Traffic will not be restricted here in between matches.

Luzhniki Street and Luzhnetskaya Embankment will be closed during the entire World Cup.

Drivers should keep in mind that limited parking will be available on local streets. Parking and stopping restrictions will apply to the following sections throughout the World Cup:

  • 2nd Truzhenikov Pereulok (between Savvinskaya Embankment and Bolshoi Savvinsky Pereulok)
  • 2nd Frunzenskaya Street (between Frunzenskaya Embankment and Proyektiruyemy Proyezd No 6023)

  • Bolshaya Pirigovskaya Street (between Trubetskaya Street and 1st Arkhivny Pereulok)

  • 3rd Frunzenskaya Street (between Dovatora Street and Yefremova Street)
  • Dovatora Street (between 10-Letiya Oktyabrya Street and 3rd Frunzenskaya Street)
  • Yefremova Street (between 3rd Frunzenskaya Street and Trubetskaya Street)

Bus route changes near Luzhniki

From 1 June, buses Nos 64, 216, 255 and S12 heading towards the Luzhniki Big Sports Arena will turn onto Komsomolsky Prospekt after Luzhniki station at the Moscow Central Circle, without entering Luzhnetskaya Embankment.

T79 buses heading towards the stadium will turn onto Khamovnichesky Val Street and Komsomolsky Prospekt, rather than Luzhnetskaya Embankment.

Vorobyovy Gory to host FIFA Fan Fest

People failing to buy tickets for the matches will find Vorobyovy Gory one of the best places to watch World Cup games. Football fans will be able to watch the games live on a 140 square metre media screen.

From 14 June through 15 July, a pedestrian zone will be established on Vorobyovy Gory.

Traffic will be closed on the following streets:

  • Kosygina Street (between a turnaround near Building No 30/3 and a turnaround near Building No 28/21)
  • on Michurinsky Prospekt (between a turnaround near the northern hallway of Lomonosovsky Prospekt metro station and Universitetsky Prospekt)
  • Universitetskaya Square
  • Universitetsky Prospekt (between Mendeleyevskaya Street and Lebedeva Street and between Michurinsky Prospekt and Mendeleyevskaya Street)

Drivers without permits will not be allowed to enter the following streets:

  • Akademika Samarskogo Street
  • Akademika Khokhlova Street
  • Kolmogorova Street
  • two sections of Kosygina Street (between Michurinsky Prospekt, a turnaround near Building No 30/3, a turnaround near Building No 28/21 and Vernadskogo Prospekt)
  • Lebedeva Street
  • Mendeleyevskaya Street
  • Michurinskaya Alley
  • a section of Universitetsky Prospekt (between Lebedeva Street and Vernadskogo Prospekt)

Traffic route changes near Spartak Stadium

During the matches, on 16, 19, 23 and 27 June and 3 July, drivers without permits will not be allowed to enter the following streets:

  • Volokolamsky Proyezd
  • Stratonavtov Proyezd
  • a turnaround on a Volokolamskoye Motorway side street for outbound traffic at an intersection with Volokolamsky Proyezd
  • Skhodnensky Tupik

Traffic will only be closed during the matches.

Parking and stopping restrictions will apply 16, 19, 23 and 27 June and 3 July on the following streets:

  • Volokolamsky Proyezd
  • Stratonavtov Proyezd
  • Lyotnaya Street

Designated transit lanes

A temporary designated transit lane will operate daily from 1 June on Volokolamskoye Motorway between Dubosekovskaya Street and Svobody Street. It will be open to free shuttles to Spartak Stadium.

Inbound traffic will also move along a new route near Tushinsky Underpass. The available designated transit lane will be relocated from the underpass’ left section into its right section. All three left lanes will be open to traffic.

Drivers are requested to observe traffic regulations, not to enter the designated lanes. Drivers should be cautious near the stadiums, watch the temporary road signs and remain patient with the temporary restrictions.

Obtaining drive-through and parking permits

Parking and drive-through permits can be obtained from the prefectures of the Central, Western or Northwestern Administrative Areas with passports and vehicle registration certificates. Unregistered residents can submit flat rental contracts and a written application. Any non-registered car owner should submit a written power of attorney from the legal owner.

Those who don’t live at the place of their permanent registration and who lack flat rental contracts can submit documentation confirming that their bearers either live or work in a specific area, including ownership certificates, temporary registration and documents proving that they work in the immediate vicinity.

People living near the Luzhniki Olympic Complex can obtain parking permits on weekdays from 8 am through 8 pm at: 14 Prechistenka Street (Khamovniki District Council) and 19/1 3rd Frunzenskaya Street (Zhilishchnik Housing Maintenance Agency of the Khamovniki District).

People living near Spartak Stadium will need parking and drive-through permits to use Skhodnensky Tupik, Volokolamsky Proyezd and Stratonavtov Proyezd. The permits are available weekdays through 9 June from 11 am through 8 pm and on weekends from 10 am through 2 pm at: 1 Volokolamsky Proyezd (a neighbourhood police office).

To obtain parking and drive-through permits, individuals can submit written applications, copies of their passports and vehicle registration certificates, as well as excerpts from the Joint State Register of Legal Entities or the Joint State Register of Self-Employed Business Persons, an application by an authorised representative, copies of vehicle registration certificates and copies of passports of employees who will drive their own car. In addition, companies need to submit lists of company cars and their drivers, as well as property lease contracts, in case their legal address does not coincide with their actual street address.

Those living on Vorobyovy Gory can obtain parking and drive-through permits at the General Issues Directorate of Lomonosov Moscow State University on weekdays from 9 am through 4 pm. Applicants should present their passports.
