Standards for Residential Urban Development

Since 2015, in Moscow, in accordance with Governmental Decree n. 305-PP, new standards for residential urban development entered into force. Requirements for architectural and urban planning solutions apply to multi-apartment residential buildings, whose design and construction is funded from the municipal budget. However, this Decree entailed amendments in Governmental Decree n. 284-PP, which allows not to issue architectural and urban planning solutions to investment projects that do not meet the quality requirements. First of all, the standards apply to regular residential area. In accordance with the instructions of Moscow Mayor Sergey Sobyanin, no more large-panel system buildings will be constructed in Moscow starting from 2016. Modern projects of residential construction companies were approved in collaboration with the Moscow City Architecture Committee.
